Can a C/TPA Administer a SAP program for a CDL Driver?  – August 12, 2026

A C/TPA can administer a SAP program on behalf of an employer or a driver to manage SAP (Substance Abuse Professional) process. However, a C/TPA cannot perform the actual clinical SAP evaluation; they manage the administrative steps, compliance tracking, and testing schedule. A C/TPA is a Consortium who acts as a Third Party Administrator C/TPA and is knowledgeable about how to administer a SAP pogram.

How the SAP C/TPA Process Works

  • Clinical Evaluation: You must still see a DOT-qualified SAP who will evaluate the driver, recommend education or treatment, and determine when the driver is eligible for the Return-to-Duty (RTD) test.
  • Administrative Management: Your C/TPA handles the logistics by ordering the RTD test, scheduling unannounced follow-up tests, and keeping testing records compliant with the FMCSA Drug and Alcohol Clearinghouse.
  • Clearinghouse Updates: Once all requirements are met, the designated C/TPA or employer will verify completion and update the Clearinghouse status from Prohibited to Not Prohibited, legally allowing the driver to get back in the truck.

Owner-Operator Exceptions

For an owner-operator, the regulations dictate that he cannot self-administer his own tests. An Owner Operator is required to enroll with a C/TPA to administer a SAP program with Return to Duty and the follow-up tests. An Owner Operator is not permitted to manage its own random selection and testing pools and must have a C/TPA to adminsiter a SAP program.

DRUG and Breath Alcohol Testing

Drug Testing Services for ALL DOT Divisions such as FMCSA, FAA, FTA, and USCG. We coordinate all test activities with our clients, clinics, MRO, Labs, and the drivers to make sure all reports are accurate and sent to our clients fast. We also have an enterprise software using which our clients can access their random lists, drivers, results, invoices, and stats.

Random Program Management

We have over 15,000 drivers in our random pool segregated by individual pools for large clients. We also have our own consortium to manage randoms for our smaller clients. We generate pools for Drug and Breath Alcohol Tests with Alternates in case the drivers in the pool are not available. We administer these pools accurately and save test results which is used for statistical reports generation required by the law.

MRO Service

We have experienced and certified MROs in staff to speak with every individual who has a positive lab results. Our MRO reviews all DOT and non-DOT results intensely and provide consultation when it is needed before a report is made to the company. MROs’ review of the drug test results protects both the employee and the employer from liabilities inherent in any drug testing program. The integrity of your Drug Testing program depends on its fairness and accuracy.

24x7 Service

We provide 24×7 service for our clients for Emergency situation. When your driver is engaged in an accident and issued a ticket there are guidelines available from DOT to identify if a Post Accident Drug Test is needed. We will be with you to make sure that we set up required tests for the driver and send him or her to the nearest clinic to help our clients take all necessary steps. We will report the test results within a day of receiving the results from the Lab.

Laboratory and Clinical Service

We have agreements with TOP Substance Abuse and Mental Health Services Administration (SAMHSA) Certified Laboratories across the nation. We are electronically linked with each laboratory and own MRO, so we receive test results 24 hours a day 7 days a week.

Fast Reports

We know your drivers are waiting for results for the Pre-employment drug screens. This is why we send you reports within 24 hours of getting the results from the lab. A majority of our reports go out on the same day.

What Our Clients Say

“We hire seasonally, so pre-employment volume spikes hard in spring. IPS never once slowed us down — drivers get to a nearby clinic same day, and results land before we need them.”

RH
Rachel Hoffman
HR Director · Apex Construction

“We switched three years ago after our old TPA missed a random selection deadline. IPS rebuilt the whole program in a week. When the DOT audited us last spring, they sat with us through every document. Zero” findings.

MR
Michael Reyes
Safety Director · Midwest Freight

“The portal alone is worth it. I pull a driver’s full testing history in about ten seconds — it used to take me half a day of emails. And when I call, an actual person picks up.”

SK
Sarah Kowalski
HR Manager · Great Lakes Logistics

“Post-accident test at 1am in rural Ohio. I called the emergency line and had a collection site and a driver on the way inside twenty minutes. That is the entire reason we stay.”

DT
Darnell Thompson
Operations VP · Pinnacle Carriers

“We run 40 owner-operators and thought we were too small to matter to a TPA. IPS priced us fairly and treats us like their biggest account. We’ve referred four carriers to them.”

AP
Anita Patel

“Our Clearinghouse queries were a mess when we came over. IPS reconciled two years of records, registered us properly, and now the annual queries just happen. I don’t think about it anymore.”

CB
